China has deployed its coast guard through the maritime area of the Senkaku islands and unmanned aerial vehicles near outlying Japanese territory as Beijing escalates tensions following the Japan's leader's remarks regarding the island of Taiwan.

Rights Enforcement Activities

This past Sunday, the China's maritime patrol stated that its ships conducted a “lawful patrol operation” through the territorial seas of the Senkaku, which are administered by Tokyo but also claimed by China.

“China coast guard vessel 1307 formation conducted patrols within the territorial waters of the Senkaku islands. This was a legitimate rights enforcement activity undertaken by the Chinese maritime authorities to protect its sovereign claims,” the statement said.

Diplomatic Spat

China and Japan have consistently clashed around the disputed territory but the recent developments occur during an escalating political dispute after the Japan's leader, Sanae Takaichi, told parliament that if China attack the self-governing island of Taiwan it might provoke a armed reaction from Japan.

That provoked a furious reaction from Beijing, which has indicated it demands a withdrawal from Takaichi.

Taiwan's Position

Beijing asserts Taiwan as its own territory and intends to annex it under what it describes as “reunification”. It has left open the military option. Taiwan’s government and people overwhelmingly reject the prospect of Chinese rule – preferring to maintain the current situation without explicitly declaring themselves independent, but pledging to protect their sovereignty if required.

An attack or invasion by Beijing would threaten to spiral into a regional or global conflict, potentially involving the United States and other partner nations including Tokyo, which has land just 110km (68 miles) from Taiwan.

Military Activity

On the island, the military authorities reported this weekend that it had observed three dozen PLA planes, multiple naval vessels and one government vessel, which was likely the maritime patrol, active near the territory over the previous day.

Official charts released showed up to three drones flying between the island and the Japan's territory off its north-east coast, seeming to travel unusually near to Yonaguni. PLA movements there are occasional, but uncommon, and Beijing's defense operations in the island's ADIZ generally has been minimal in recent weeks.

Late on Saturday, the ministry said Beijing had been carrying out another “combined military exercise” to “test our defensive capabilities”. It added the island had sent its own aircraft and ships to track the developments. The island reports such Chinese patrols a couple of times a month as part of what Taipei says is an continuous strategic pressure.

Political Strain

Japan has been facing mounting pressure from China since Takaichi made her remarks, with China’s consul general in Osaka prompting a formal protest from Japan by stating that “the dirty head that sticks itself out must be cut off”.

China then summoned the Japanese ambassador for the first occasion since 2023, and China’s defence ministry stated that any Japanese intervention would be doomed to fail.

Travel and Education Advisory

Late last week, Beijing cautioned its citizens against travelling to Japan, leading Japan to request China to take “suitable actions”, though it provided no details.

Multiple carriers from China announced this weekend that flights to Tokyo could be cancelled without penalty.

Adding to the tensions, Beijing's administration on Sunday advised students to rethink education plans in Japan, citing what it described as an volatile safety situation.

While the advice does not amount to a ban, a significant decrease in the number of Chinese students could have a detrimental effect on Japanese universities. A historic high of over 336,000 international students were enrolled in Japanese schools last year, according to education statistics. They featured over 123,000 learners from China – by far the largest demographic.

Official Commentary

Late on Saturday, a Chinese state media editorial accused Takaichi of staging a diplomatic maneuver that was “both reckless and fundamentally flawed”.

“A conflict between Japan and China would not be a small-scale encounter; it would probably involve other powers, including the US, and could rapidly escalate to a major confrontation with unimaginable consequences.”

Strategic Positions

The government of Taiwan says the island's residents alone determine their destiny. Japanese leaders have previously avoided publicly mentioning Taiwan when addressing potential conflicts, maintaining a “strategic ambiguity” also favoured by Japan's primary defense partner, the United States.

However, Beijing's governing party says the unification of Taiwan with the People’s Republic of China is “inevitable”, and casts any opposition to it as escalatory. As it moves towards being capable of military annexation, China has also been increasing its political operations and its rhetoric towards Taiwan.
