Sheffield Wednesday Faces Major Issues, Says New Football Authority

'We are going to be a part of football's future' - football oversight chief the regulator's chair

The Championship club's ongoing struggles are seen as a "serious issue" and the football regulator is aiming to acquire authority to investigate clubs in comparable cases, the recently named head David Kogan has stated.

During an extensive discussion, the chairman, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four supporters' associations connected to the football team in recent days.

The football club have been facing challenges both on and off the pitch in 2025, with the club missing wage payments on five separate occasions, including in last month.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," the regulator explained.

"The club represents one of the great brands for the English game and in recent days we have met fan representatives.

"We are seeking authority... which will enable us to take the club and similar situations referred to us if they warrant scrutiny and acted upon."

Financial Struggles and Ownership Situation

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be willing to sell up at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the league officials in summer, stopping Wednesday from completing any transfers or loans for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

Kogan said: "Our role exists to serve the Owls followers, other clubs in similar situations where fans are dedicated to a local institution that has represented their community in numerous instances.

"I fully appreciate the team's plight, as I do for each organization that since 1992 have gone to the wall, or nearly ceased operations, for factors unrelated to the fans themselves."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that forcing owners to sell clubs would be treated as a "last resort" and the oversight body would choose to work with them.

"The final option we would consider is begin intervening in an specific team, an individual owner, without being in a position to cooperate with that owner to try and resolve the challenges confronting the team and the proprietor's dealing with," Kogan said.

"However, realistically, when you examine the past of football, over the last 20 or 30 years there have been certain proprietors, few in number, but some who have been irresponsible in the way which they've been managing their organizations and finally decline to assume obligation for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with representatives from 110 clubs to lay out the remit of the authority recently and insisted it was a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the significant advances achieved could disappear rapidly," the regulator warned.

"And that's what nobody wants in the context of the English game is a substantial accomplishment - we need to continue the progress.

"There's an enormous amount of money entering the sport and has been channeled for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on potential dangers and naturally, of the immediate future."

Elite Division Worries

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the regulator stated: "I fully support the prosperity and expansion as an economic entity of the Premier League.

"As someone who appreciates the concern of undermining the Premier League as a premium product of this country. But concurrently, if you engage with division representatives after this week's discussion, they would have had a substantial amount of confidence -and, indeed, they have been telling us in private they have a significant confidence."

Partisan Associations

Kogan is still facing a "thorough examination" by the official appointments authority after he disclosed making donations to the political party in the past.

The chairman contributed funds to Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any sort of politics."
